The Trump administration violated federal law last year when it denied Ukraine the security measures it had seized from Congress, a U.S. Congress watchdog said in a report released on Thursday.
“Proper implementation of the law does not allow the President to replace Congress’s political priorities with his own. OMB has withheld funds for a political reason that is not permitted under the United States’ Impoundment Control Act (ICA) is. ” Government Accountability Office said referring to the Office of Administration and Budget. “The reluctance was not a programmatic delay, so we conclude that the OMB violated the ICA.”
Senator Chris Van Hollen, D-Md., Tweeted that the ruling by the government guard “undoubtedly” proves that “the president himself ordered this illegal act.”
